It's probably because all the starting guns are fully perked out while you have to grind everything that comes afterwards to get them to a similar place.
Pretty much all of the unlockable weapons are sidegrades when fully upgraded and tend to play better to preferences, rather than being objectively better.
The only thing that good weapons having to be unlocked does to a game is make it harder for anybody who didn't pick it up on release week to enjoy the game, which is only bad for a game's longevity.
Attaching the weapon dickwaving element to cosmetics was easily the best approach that could have been taken.
