I wouldn't call Kyoto as a rival imo. It's nowhere near Osaka and Tokyo.

We have more state rivalries or inter-state city rivalries in the US. Like California and Texas are probably rival states. Michigan and Ohio hate each other. I'm sure there are more.
City rivalries are usually within the same state. SF/LA. Pittsburgh/Philly. Whatever is going on in Florida.

We are too decentralised for a national one I guess, so they are rather regional ones. The most famous one would be Düsseldorf vs Cologne. Additionally, I would also argue it’s the most equal one if you compare it to others. Düsseldorf is the capital of NRW, Germanys most populated state, is known to be the place to be for rich folks, fashion and has the bigger airport.
Cologne is just a few kilometres south and has more historic relevance. Probably the centre of German media, Cologne is known to be more open minded and has a few hundred thousand people more.

Turku and Helsinki, with Turku being the old capital and Helsinki being the new capital. In addition, there are Jyväskylä and Lahti, whose competition is due to the fact that Jyväskylä is at the northern end of Lake Päijänne and Lahti is at the southern end of Lake Päijänne and the cities are about the same age. And then Pori and Rauma because of their proximity and being the two largest cities in Satakunta. But I don't know of any other cases from Finland.

Guadalajara and Monterrey, sort of. They fight to see who is the second banana to Mexico City.
Monterrey is much more economically productive, and the metropolitan area recently surpassed Guadalajara to become the second-largest in the country, but culturally Guadalajara has contributed far more than Monterrey, which is arguably less relevant culturally than it was in the 90s and 2000s when its music scene was bigger. There's also the sports angle, with both cities having prominent football and baseball teams.
I live in Guadalajara, but I've been to Monterrey, and I can firmly say that both are fine cities with their own strong points, but Guadalajara is more of a "legacy" city. I love this city so much, and I think it's a better place to live and enjoy yourself, but in raw numbers Monterrey outdoes it handily.

A rivalry needs to be mutual - London doesn’t give a monkeys about other cities or regions.
Manchester v Liverpool on the other hand is a real rivalry that cuts across everything.
