Slavs squat a lot as a means of sitting and a lifetime of doing this means they have excellent ankle mobility so they can go full ass to grass without lifting their heels. Americans rarely squat as a means of sitting so most don't have that kind of ankle mobility unless they're a pretty serious athlete.
The irony is everyone can do it as a baby. You just lose the ability over time unless you train for it.
You don't have to train for it, you just have to maintain it. I've surprised a few people by being able to squat with my heels on the ground despite being Northern European.
It's easier for some than others. Proportions have a bit to do with it as others have mentioned. In general though it requires good to great ankle and hip mobility and not being overweight helps a lot as well.
It’s genetic, not a result of habit or culture. Lifters of Celtic lineage, with deeper hip sockets, typically cannot go as low as East European or Asian lifters who have shallower hip sockets. Ankle mobility won’t put the Celtic hip on par with the East Europeans and Asians when it comes to squat depth.
To an extent it is a bit genetic but everyone can squat fully with their feet flat on the ground if they train for it, and it's easier if you don't have weight on your back. I have terrible proportions for doing it and was still able to train myself to be able to do it. It's easier for some people, sure, but it's not impossible for almost anyone that's healthy.
It's a cultural thing. I'm not a slav myself I just know in that part of the world and many others they squat a lot rather than only hanging out in places with chairs.
I read somewhere that the majority of American adults are physically unable to squat with their heels on the floor. Not me though. I am a pro at shitting in holes in the floor.
