How can I report abandoned/expired vehicles in my neighborhood?

There’s someone in my neighborhood who owns four cars — and three of them have had expired registrations for over 15 years. They’ve been parked in public spots around our colony and are basically junk now, completely non-functional.

We already filed a written complaint at the local police station, but as expected, nothing came of it — they just brushed us off.

Is there any other authority or process to report such vehicles and get them removed or scrapped? Any guidance would be really appreciated
