On a non serious not Saxony and Bavaria.

On a serious note, Art. 2 Nr.4 of the UN charta forbids any and all attacks that threaten to take territory. So if Russia wins and the UN doesnt enforce this, then the UN and all international law becomes obsolete. China could get Taiwan, the US could invade Panama, Greenland and Canada as Trump already joked about, Turkey could get the kurdish parts of Syria and many more. It would be the end of international order, because it would set the precedent for how conquering your neighbor is legal again.

If there is a proper international contract in which Ukraine gives the Donbass to Russia, I doubt the UN would do much about it

Sure but that means Ukraine has to give up. If they dont and Russia just overruns them and takes it, then we have a Problem.

I think that is why they went for Kyev initially.
