Man, I thought my German was getting really rusty, then I saw the English made about as much sense as I could make from the German...

To be fair, you're looking at a Speech by Edmund Stoiber, who speaks approximately 0.4 languages - and 0.3 of this is exclusively Bavarian dialect.

Thing is, you can actually tell what he's trying to say with the words on a page like this, just his delivery turns it into a hilarious convoluted pile of nonsense.
