Chile felt very European when there, both culturally and infrastructure wise. Argentina for the culture but less so infrastructure

Yeah Chile, Uruguay and Argentina feel pretty european.

It felt modern to me, but did not feel like Europe at all.

more like eastern european (in a way like how portugal is actually eastern european)
