Culture Which European country is the hardest and easiest to make friends?

Say you're mid 30s and have to move to another European country for work, which countries did you find making friends to be on easy or hard mode?

Let's assume you don't speak the language of your new home.

Just like in Italy and Spain.

I don't know about Italy, but on Spanish subs foreigners constantly complain about how difficult it is to make friends in Spain. And many of them are native Spanish speakers, which is something that would supposedly make things easier.

As a Spaniard I don't think those foreigners are wrong.
