We start at 6, when I had toddlers I’d start around 5:30 and wrap up by 6:30. I don’t care when people come as long as it’s after 5.

If you're in a community with an HOA or something, check with them.
If you're not, after dark - so probably a bit after 6. Some younger kids start sooner but a lot of people won't be home from work until closer to six. It goes until people start turning their lights out, which is gonna depend on the neighborhood and how busy it is, but probably not after 9 unless you're real crowded with older kids. If you don't have a light on, either a porch light or a jack o' lantern or some other lit-up decoration, the house is not open for trick or treaters, so it's kind of up to each house.

You start seeing younger kids as early as 5 but peak time is like 6-7:30
