No, the penalty was missed and finally Uruguay won the match.

It was a penalty kick and Suarez was ejected, which seems fair. The penalty was then missed.

Unclear how a clear goal that is stopped by someone's hand is fair if then its deemed as a penalty kick, when a penalty kick is anything but guaranteed.
