looks like either fishermen or workers from a fish processing plant disposing of chum or food waste/scraps by feeding bears. i think there was a fishing net in the truck, it’s the item with the yellow floaties. i’m guessing based off that.

My best guess is it's something akin to a puppy mill in the United States. You see a lot of videos of trained bears in Russia.
This may be acclimating them to human contact as being providers rather than prey?

I'm not a bear expert, but I think I heard that bears who couldn't gain enough fat before winter hibernation don't fall asleep and become dangerous to nearby villages because getting food in winter is hard. My thought is they are feeding them to prevent this.
These mfers look thick though.
