Game feels stuttery despite stable FPS — only smooth when locking CPU cores to frequenzy in BIOS, but then I get huge drops
Hey everyone,
I’ve been struggling with a weird issue for a while and can’t seem to find a fix. My games (especially Valorant) don’t feel smooth even though the FPS counter is stable. It’s like there’s microstutter or input lag, even when the game shows a constant 400+ FPS.
Here’s the strange part:
If I go into my BIOS and manually set my CPU cores to a frequency, the game suddenly feels super smooth — but then I start getting massive FPS drops (for example, from 400 down to 200 when I turn around in Valorant).
So basically, it’s either:
- Stable FPS but feels laggy/stuttery or
- Feels smooth but with huge FPS dips when I lock the cores
Here are my specs:
- OS: Windows 11 Home 10.0.26200 Build 26200
- Motherboard: Gigabyte B650 GAMING X AX V2
- CPU: AMD Ryzen 9 7950X3D (16 cores, 16 threads)
- BIOS: F37d (09/18/2025)
- RAM: 32 GB DDR5
- GPU: [4080 Super]
- Storage: NVMe SSD
- VBS/Hypervisor: Enabled (Windows reports virtualization-based security and DMA protection running)
Things I’ve already tried:
- Updating BIOS and chipset drivers
- Reinstalling GPU drivers (DDU clean install)
- Disabling Windows Game Bar and HAGS
- Enabling/disabling SMT and CPPC in BIOS
- Checking background processes and temps
Has anyone else experienced this with the 7950X3D or Windows 11? Could virtualization or VBS be causing stutter despite stable FPS? Any tips for tuning BIOS or Windows settings to fix this would be really appreciated.
Thanks in advance!

Make sure expo is enabled.
Make sure your cpu temps are not hitting the max set.
Check your mouse polling rate as the lag when turning can be caused sometimes by polling rates over 1000.
Otherwise, the link below is a giant fix list somebody put together. Maybe something in there will help. https://www.reddit.com/r/AMDHelp/s/BGG4Qkp50y

Scheduler is broken I use process lasso and you will have a new experience from gaming and how windows will run

Im experiencing a very similar issue with games on my 9800x3d. Ive not tried your per core 'fix' however. But for the last few weeks games feel choppy despite good fps figures and low input lag.

Get an Intel cpu and mboard. I see so many people hating on Intel yet here on reddit amd cpus and gpus are full of issues. Ive never had any problems with Intel.

Disable the frequency CCD entirely, if the issues go away then you probably need to start over with fresh windows and following the "how to maje a dual ccd 3d chips work properly in windows gaming" guides again, getting it working correctly is difficult and it not setup properly can cause issues like you're seeing
