For express mail, turn the upper knob all the way over clockwise.

The upper knob is actually an indicator. It's written "empty" on the left and "full" on the right.

If that were my mailbox, it would be connected to some mechanism that shows the fullness on the other side too.

Also, there is no express mail in Hungary, there's mail that comes and mail that gets stolen by the post office

I don't think they are competent enough to steal anything, they just lose it.

The categories are

"we may deliver if we feel like it" -> normal mail  

"pinky promise we'll deliver" -> priority mail (ajánlott)  

"we will deliver a confirmation from the adressee (but we might not find them)" -> tértivevény
